Hi, where will this 'robot' be hosted? Will this be a local bot on a person's personal computer? Or something to run on Toolforge? (Because if it's the latter I'd create it as a subproject of Tools).

Most probably either on Toolforge or on a cloud VPS project. We do not know that yet, will depend on the hardware requirements of the implementation.

I've assumed it might become something on Toolforge first and hence created it as a subproject of Tools.

Would it be possible to add Soweego as a subproject of Wikidata , too?

Wikidata has no subprojects so far and subprojects can have exactly one parent project. See https://www.mediawiki.org/wiki/Phabricator/Project_management#Parent_Projects,_Subprojects_and_Milestones
