After struggling with the gerrit plugin approach, I really think that it's largely misguided route to the original goal which was to patch one piece of data in the gerrit notesdb. I still believe that we can simply edit notesdb on disk and restart gerrit (along with clearing caches) to resolve T197083: Gerrit has created duplicate accounts for some users and work around T197192: Unable to edit external-ids ref in notedb due to validation. Ultimately I'd like to see T197192 resolved rather than this one.
