When the Design Style Guide was first published, we've included IE 8 & 9 root element classes to be able to specifically address layout issues in those browsers.
Within last two years, Wikimedia Foundation has downgraded to only basic support and we should do the same.
Basic still includes the HTML5 enabling script html5shiv, which will remain for some time.
