Jack Phoenix (aka ashley) needs little introduction. He's been contributing to MediaWiki since the SVN era, has +2 rights over mediawiki/skins/* and he maintains various MediaWiki skins and extensions [3], most notably the social tools family of extensions as well as various extensions written for ShoutWiki. He also authored the intial version of GlobalUserPage that is now deployed to Wikimedia sites.
He also played a central role in the open-sourcing of the ArmchairGM codebase, and getting wikiHow to provide regular updates of their forked version of MediaWiki. I trust them to review patches that they are qualified to review. :)
