Description

@Helmoony has told me his access to the authentication app failed now, and he has no access to scratch codes.
But there's a saved login by his laptop, so if he logout, will not login again.

As per the Reset password docs in Wikitech, I've talked with him many times by phone, also I'm with him in Wikimania 2018, so I'm willing to vouch for him. He indicated he is willing to make a any method to confirm his identity.

Please note that user:Helmoony is a sysop in ar.wiki, and he has more than 100K edits.
