Someone only made a patch 4 days ago. Things don't get automatically deployed. Someone needs to choose to show up at a SWAT deployment window. Has anyone done that?

@OlegCinema: You are always free to write configuration changes yourself and become responsible for a swat deploy (which do not take place on Fri/Sat/Sun for site stability reasons) if you don't want to wait for others and if you think that you can do things faster than other members of our community. (I have no idea what makes you think that the size of a project is relevant here. If you have numbers which show that changes to larger projects get deployed faster, please share your numbers.)

The application was filed about 20 days ago and only 4 days ago uploaded a patch. I'm not talking about the deployment, and that very late noticed. On the application of Russian Wikipedia, for example, respond immediately. That is why the Russian Wikiquote had to wait 14 days until it was appropriated by man?

Because it's impossible to predict when someone has time or interest to contribute a patch for a configuration change request. Sometimes it's faster, sometimes it's slower. That does not mean that things generally take longer for "small projects" in general until you provide way more data points than two anecdotes. :)
