HSB is rarely used by designers, it is an additional information piece and only for desktop users (think of a person sitting with their Photoshop open). The reference was established originally and had in the process of color palette definition influence on the color naming scheme, but we've then slightly derived from it. Nonetheless it seems too much information for a quick overview lookup and therefore decided to go this middle way of providing it on demand (by hovering).
I don't see showing at all times as improvement for now and as there are no other ways proposed, will put this on 'declined'. Feel free to re-open with new ideas.
