Clear funding decision process for WMF attendees of the Wikimedia Hackathon 2019 in Prague

We are suppose to be following the same process as Wikimania 2018 / centralized budget. Wikimania 2018 process had issues so we should improve and clarify the process for the hackathon well in advance.

Decisions based and balanced both on what is best for the event and community but also the teams themselves.
Extra weight given to staff who will be helping to support the event and pre-defined programs and focus areas at the event.

Someone recommended @ggellerman as someone who might be able to help improve the process in a way that will be acceptable to all. (No pressure Grace! Just writing out my notes from Wikimania).

More work on this task starting in October / November.
