There is a link called "Participate" to https://wikimediafoundation.org/participate/ ?

There's nothing about the website. Stop abusing the "stalled" status for tasks which do not fit the definition.

Do you mean contributions to that site or contributions to the projects? Contributions to site is covered on Participate page, and this site is not meant to have participatory editing.

If you don't work for $company you are not supposed to edit content on the website that represents $company.

People can help improving the website by providing feedback via the meta talk page, via tasks in this Phabricator project, or by using Contact options on the website itself. Does that answer the question?
