Make a PolyGerrit plugin to welcome new users

Description

This plugin should store a cookie when the user clicks close on the dialog.

And should not shown again if they have there changed merged for the first time.

Event Timeline

I have recently learned we can use most of PolyGerrit's functions including gr-rest-api-interface.

Which we can leverage to do this.

Im wondering how do we want this to look? Do we want to put this under the top bar?

@Paladox: You removed the 2.16 subtask. How is this task connected to the task about upgrading to 3.1? Still relevant, or not?

Google has a little bar above the navigation bar telling the users to activate "critical notifications" on android-review.googlesource.com. Should this be sort of a similar design, sitting on top of the top nav bar?

I am declining this, it is a good idea but we don't have the resources to implement that feature.
