I don't want it. I've asked at https://phabricator.wikimedia.org/badges/view/3/#214 to @zeljkofilipin and by private message to @mmodell some days ago.

I guess some permissions are required:

Badges > Volunteer > View Recipients > (user) > x

No. Only Phabricator administrators are allowed to handle this stuff.
