Review dummy revisions (page moves, page protection) and whether they should increment edit count

Description

Based on discussion on the patch for T195550: Increment edit count for all page moves, not just Special:MovePage moves, we should review all types of dummy revisions and figure out whether they should increment the user's edit count, it's currently inconsistent. And we should review the maintenance scripts that recalculate edit counts to ensure that it will count these edits in the same way.

We should also make sure null edits that do not create a revision are not counted as edits.
