Wikimedia Portals Update and European Mid-day SWAT windows at the same time on Mondays

Description

After introducing MediaWiki train - European version, European Mid-day SWAT was moved to an earlier time. On Mondays it is now at the same time as Wikimedia Portals Update, see Deployments page.

Since Wikimedia Portals Update takes just a few minutes, and European Mid-day SWAT sometimes extends over an hour, and on Mondays Wikimedia Portals Update/European Mid-day SWAT are the first deployment of the day, the easiest solution would be to move Wikimedia Portals Update to 15-30-60 minutes earlier.

If you agree, I'll update Deployments page/template. Just let me know how much earlier would you like to move the window.

@zeljkofilipin yup, I think moving the portals deploy 30 minutes earlier would be good.

I've moved the Portals update 30 minutes earlier on the deployment calendar through Sept 3rd.

We'll also need to update the template that @greg is using, after that is done, this task is complete.
