If a partner has collections, users always need to specify a collection when applying. On a partner where the only special requirement is specifying a collection (e.g. https://wikipedialibrary.wmflabs.org/partners/61/), it seems silly to have the special requirement taking up a whole row of space, when it's tied directly to the collections list.

We can just move the "Bloomsbury requires that you specify one or more specific collections that you want to access" text into the collections box, because that's always the case if there are collections.
