In some situations a user may need to "slow down" their editing — an edit war, a tense situation, etc. The hypothesis is that if a user is only allowed to make so many edits per minute/hour/day they will be more likely to think through what they publish before they submit.

We need to seriously think about if this will do more harm than good: will it make people more irate?
