Description

The message given when GlobalBlocking prevents a password reset doesn't give any details of the block, which hinders administrators trying to unblock a user.

It also tells the user "you are globally blocked" and not "the IP you are using is globally blocked". There is a significant difference.

T234125 is duplicate of this task. It's just the patch was never merged by anyone.
