Have a more active developer take over as release manager for wikidiff2

Description

It would be better if someone who was more actively following and participating in wikidiff2 development was the release manager for it. I don't want to continue to be a blocker (e.g. T202301).

The release process is documented at https://www.mediawiki.org/wiki/Extension:Wikidiff2/Release_process. The only thing we'd have to do is give the person access to upload tarballs to releases.wm.o, which should be straightforward.

I don't think this would be deployment rights, just release rights. @Legoktm is on it :)

The 1.7.3 is now signed by a freshly generated key by Christoph without any signatures (yet), while all previous releases were signed by Kunal. @Legoktm it would be good if you could sign keys with everyone now involved in wikidiff releases.

A different approach would be to create a new key like "wikidiff releases" and share the key among the group of people involved in those releases and then have everyone in that group sign the release key. But might be slightly overblown for wikidiff releases.

Sorry, took us a while to find a common time, but I've signed his key now after verification in a video chat and sent it to him. So I think we can call this resolved.

Yeah, I agree that's overblown.
