There's supposed to be an icon on this now-unlabeled button, in the empty box on the far edge of the Advanced toolbar:

T202101: [Regression pre-wmf.18] Icons for "Page Settings" and "Find and replace" are missing had a similar problem in VisualEditor recently. This is sort of the extreme form of T25824: Search & replace button is hard to find.
