To reduce the amount of incoming inquiries regarding donations and membership applications, we want to introduce an FAQ page. The FAQ page contains answers to questions categorized in topics. The content is stored in a machine readable format so it can be used for search suggestions both on the FAQ page and on the contact form.

Since the all content should be editable by the fundraising operations team, it should be part of wmde/fundraising-frontend-content. We need to define a format and structure in which we store the content data.
