Can you give an example of a page where that occurs? We definitely attempt to handle this correctly, so you have to give a specific example of a case we don't handle right.

For example, in an incognito window (logged out), I do not get a popup on these pages, which I can't edit (for different reasons):

• https://en.wikipedia.org/w/index.php?title=MediaWiki:Mainpage&action=edit
• https://en.wikipedia.org/w/index.php?title=Asdfasdfasdfasdfasdf&action=edit

I do get a popup on pages I can edit, such as:

• https://en.wikipedia.org/w/index.php?title=The_Fighting_Temeraire&action=edit

Try editing any page through Tor. (Presumably, a similar response would show up for any blocked proxy/IP/account.)
