Description

This seems like it'll just create a mess of categories. What can we learn from the existing category and wikiproject directories, to allow editors to make their own list of topics and strictly or gently recommend reuse of existing or popular tags?

Closely related to T203030, where we need a configurable enum, though we might end up making that one configurable and this editable.
