What is the problem?

If you remove all parameters, the last parameter name that you clicked on gets a blue box around it.

Steps to reproduce problem
  1. Go to https://simple.wikipedia.beta.wmflabs.org/w/index.php?title=Bubble_tea&action=edit (with VisualEditor off)
  2. Click the TemplateWizard button
  3. Add a template (like "Fact")
  4. Click the "Date" parameter name to add the date parameter
  5. Click the "Date" parameter name again to remove the parameter

Expected behavior: No blue box around the parameter name
Observed behavior: Blue box around the parameter name

This bug is probably a leftover from T198926: The input fields should not be focused when the field is removed.

We should fix this.

Or, is it a feature? "Hey look, you don't have any parameters anymore! Check out these quality parameters over here. Go ahead. Add one. Don't cost nothing."

Actually that's not a terrible idea. Let's hold off on this until we hear from users that this behavior is confusing or annoying. There is also the question of where should the focus go if it doesn't stay on that button.
