[BUG] TemplateWizard gives an unexpected overlay on main screen occasionally

Description

What is the problem?

TemplateWizard gives an overlay about "Leave wizard?" when the user is on the main (search) page in the wizard and hits "Cancel". There should not be any overlays on that screen.

Steps to reproduce problem

Go to this page.
Open TemplateWizard.
Hit 'Cancel'

Expected behavior: The dialog quits.
Observed behavior: There is an overlay asking you about discarding existing data (there is none). This only happens occasionally.
