WMEE to pilot using Estonian in chapter project management

WM chapters need to use project management software to coordinate their work. Using WM hosted services built on open source software adapted to work with WM ecosystem is an obvious choice and preferred to Trello and similar limited services. However for WM Phabricator installation there is no policy for multi-lingual projects and subprojects. Currently only WMSE is known to use Phabricator for all their project management needs and they have opted for language parallelism [1], translating project descriptions and tasks documented on their Wiki in Swedish.

We want to start using Phabricator for Wikimedia Estonia, but continuous translation effort seems too much for us. We propose that we try out using Phabricator for WMEE, using strict English/Estonian language parallelism only for project and subproject names and for major tasks, not requiring English in task comments:

  • We will have dedicated members who moderate the content in Estonian and who can be contacted if there are questions/problems.
  • We will provide Estonian/English parallelism for the essential content and content with potential for international cooperation, using English for tags/project names and language parallelism for task descriptions, so English speakers can understand what's going on under WMEE umbrella.
  • We will have warning messages saying that Estonian is allowed only under WMEE subprojects and even there you should contact moderators if you are not sure if Estonian is allowed.
  • WMEE project management will be used mostly by half a dozen experienced WMEE collaborators, so we can guarantee that they follow the guidelines.

The proposal is based on input gathered from IRC [2] and response from WMSE on their experience. For us using Estonian is crucial for two reasons, first of them is to allow participation for those who are not comfortable in English, second one is that we want automatically export up to date list of tasks for new volunteers so they can easily find out where they can help. For these reasons basing project management on English would be dealbreaker for us, but we are serious in our effort to use WM hosted service and adapt to needs of WM Phabricator community.

We can cancel our experiment if we run into problems that cannot be overcome, but if it works out and we gather feedback what improvements are needed for other chapters to start using Phabricator for their technical and non-technical project management, this will be beneficial for the whole WM community.

If there is no strong opposition to this proposal, we want to start trying it out as soon as we get enough feedback to calibrate our guidelines for participating members.
