Allow quarry queries to be executed by someone else without the need to fork

Description

Currently only the owner of a quarry script can execute it. Other people can call the quarry script and will see the latest results, but they are not able to run the script and update results. This can only be done after forking the script.

With the need to fork, other users of the script will not be able to get the latest fixes and updates of the original script.

Can be handled with T206482: Show query code revisions and runs history : if the history shows for each execution the person who triggered me, the date and from which version (probably the last version available at that time), I no longer see any reason to limit the execution right to the creator.
