Introduce HTMLGlobalUserTextField::class for global users

Description

Currently, when using `'type' => 'user' in an HTMLForm with 'ooui' , then autocompletion is only working for local users, not global users. This is the blocker of many tasks.

Potential Solution

Introduce HTMLGlobalUserTextField::class in CentralAuth Extension.
