IA Upload not uploading files

Description

IA Upload fails when trying to upload, e.g., the object with file ID constitutionofst00arka. On the IA Upload metadata page, after clicking "Upload," the screen hangs for a few seconds as if it is working. Then it stays on the metadata page with a notation at the top "File failed to upload." And the "Djvu file source" drop-down now has all three options grayed out.

Apt-ark uploaded this file to Commons manually (as File:Arkansas_Constitution_1874_(published_1913).pdf) so this task can probably be closed as stale now.

The tool should work better now. Also, the file mentioned in the task was manually uploaded to Commons.
