This does not return results because the word 'the' is missing from the country name. The country name is not consistently used across links, pages etc. If you alter the url manually to https://tools.wmflabs.org/wikiloves/images?event=monuments&year=2018&country=the_United_Arab_Emirates it works fine.

Oh, the 'etc' referred to the visual component, wikimedia commons categories (etc?) - basically acknowledging that there's a ton of things out there that messes up your situation.
What is mildly inconsistent, is the fact that the years at the big table in the bottom intersecting between year and country are not linked: https://tools.wmflabs.org/wikiloves/ . But only very mildly and at a whole different level ;)
