I guess this is due to the size?

I don't think there is any way to solve this. There are just too many tasks to render within a reasonable time limit.

I belive we should increase the php timeout to 30secs. (that should at least fix it) but will break in the future again.

We increased max_execution_time to 30s in https://gerrit.wikimedia.org/r/#/c/operations/puppet/+/477595/ for php-fpm.
