Description

Problem
I'm not sure when this regression started, but if you are using the ApiSandbox and specify a title in the titles parameter, you'll get the param, but it will be empty in the query when you make the request.

I don't think this field uses TagMultiSelectWidget, or if it does, a menu never appears.

It does. TagMultiSelectWidget doesn't generate a menu when there aren't predefined values.
