On Special:Preferences?uselang=fr#mw-prefsection-echo, there is a HTML entity in the first dropdown:

The message is MediaWiki:Echo-pref-email-frequency-never/fr. Note it doesn't contain a HTML entity, so MediaWiki is presumably doing 2 escapings on its own.
