Event Bus revision_tags_change events have been flowing into the Data Lake since the start of September 2018. However, we should also have a table containing the older change tags in a compatible schema.

I think this is worth doing, but I'm not necessarily the one to do it.
In addition, change tags are now available in mediawiki_history so this is no longer blocked.

The revision_tags_change table has been around long enough now that we're unlikely to need older data in the same format.
