Progress bar calculation counts sections that excluded from MT abuse

It's a follow-up for T200416: CX2: Identify section types to exclude from MT abuse test .

Some sections - e.g. article title, sections title, infoboxes etc - are excluded from MT abuse calculation. But the progress bar would count them as MT.

The following case is possible - a user use MT for the excluded section and the progress bar will indicate that his translation has 100% MT (which is logically correct. ). However, users may be confused why sometime 100% MT translation displays the warning and sometime is not.
It might be a good idea to also exclude MT translated specific section types from the progress bar calculation.

Progress bar is displayed on dashboard. We take number of translated sections and divide that with total number of source sections, which includes those excluded from MT validation. Of that total progress, we mark percentage coming from MT. This calculation excludes sections blacklisted for MT validation.

For example, I loaded article with 8 total source sections and translated two section headings, which are excluded from MT validation. Wait for save, go back to dashboard. Progress shows "25% translated (0% from machine translation)".
