Hi @Helmoony, it is unclear to me what is requested here, as I do not understand which configuration you'd like to see changed.

When it comes to site configuration, $wgUseInstantCommons = true is already set for all wikis in https://noc.wikimedia.org/conf/CommonSettings.php.txt .

On ar.wikisource.org, https://ar.wikisource.org/wiki/ميدياويكي:Gadget-directLinkToCommons.js exists. It is defined in https://ar.wikisource.org/wiki/ميدياويكي:Gadgets-definition (and the default enables it by default for all users), and hence it is offered under https://ar.wikisource.org/wiki/خاص:تفضيلات#mw-prefsection-gadgets

On ar.wikipedia.org (and the other sites you listed), https://ar.wikipedia.org/wiki/ميدياويكي:Gadget-directLinkToCommons.js does not exist. If you want it to exist, you should create it (though see https://www.mediawiki.org/wiki/ResourceLoader/Migration_guide_(users)#Keep_gadgets_central how to avoid duplicating code) and also add it to https://ar.wikipedia.org/wiki/ميدياويكي:Gadgets-definition .
That would not require a task in Phabricator as it does not require changes in the site configuration, but someone on ar.wikipedia.org with sufficient permissions to create/edit these two pages.
