Description

As far as I can tell these classes do not really depend on anything mediawiki related.
ConfiguredReadOnlyMode currently depends on the Config interface, but that is it.

This change along with T206601 would mean WatchedItemStore would no longer depend on any core mw classes.

I guess these could go in rdbms?

+1 for including in wikimedia/rdbms.

Not sure this makes sense as a micro-library. Would be very unlikely to be of general use, I think.
