Additional work on annotations that would be useful:
- higher level annotations that apply to all lower levels (like https://meta.wikimedia.org/wiki/Config:Dashiki:Annotations/Wikistats/area/contributing could apply to all metrics in the contributing area)
- time range annotations supporting start/end dates
- toggle annotations on/off
- show a list of annotations outside the graph
