Type of quota increase requested: cpu/instance count
Reason:
We need to upgrade several instances (T204686) but due to quota limitations I can not create new large instance. Increasing instance count to 10 and CPU count to 64 (at least temporarily until T204686 is done) would allow to do the upgrade comfortably. After upgrade is finished, the quotas can be reset back.

Since your VMs will have to be moved to the new region soon anyway, I suggest that you build these fresh instances over there (where you have plenty of quota anyway). That will save us a move later on.
I'll make a patch to enable VM creation in the new region shortly. I'll probably also disable VM creation in the old region unless that's something you care about for some reason.
