Hmm, the timeframe already started. As you have "only" 20 users, I think that account creator privilege is more appropriate in your case.

1. You need to request account creator right on frwiki. French Wikipedia bureaucrats can grant this right. I don't know local policies.
2. While creating account, you should ensure you're logged in and then enter Special:CreateAccount into the search field
3. You will be on the "create an account" page.
4. You get the participant to fill username, mail, password. Fill something like "bypassing 6 account limit" into the reason field
5. The account will be created, and the six account limit will not take effect.
6. Your participant can log in normally, on their own device.

Last time throttle exceptions are often painful, they should be created _at least a week_ before the event to ensure everything can be done properly. I think you can just contact some of the bureaucrats, request account creator rights and create accounts as described abvoe.
