Description

First task here needs to be internationalising the app (https://docs.djangoproject.com/en/2.1/topics/i18n/), flagging all strings as translatable.

I am planning to do it stepwise with individual PR for each file.

@Samwalton9 Can you please provide me the list of languages in which I have to provide translations.

@ParthS007 The ultimate aim here would be to set the tool up on translatewiki.net, no need for you to provide the translations yourself.

The scope of this task is related to ensuring that the tool has its strings correctly flagged for translation and any Django settings that need to be configured have been set up.

@Samwalton9 Please review my PR so that I can proceed with Internationalisation of other files. Thanks

docs.html and base.html are now correctly tagged with trans blocks per https://github.com/Samwalton9/hashtags/pull/12 and https://github.com/Samwalton9/hashtags/pull/13.
