Problem

This was tested on the beta environment on October 29, 2018.

Defect: On the beta environment, if an admin is partially blocked they cannot protect or delete any page on the wiki.

Expected behavior

If an admin is partially blocked from a page they should be allowed to protect all other pages except for the blocked page(s).
- For example, if an admin is blocked from Chocolate they should be able to protect Strawberry but not be able to protect Chocolate
Similarly...
If an admin is partially blocked from a page they should be allowed to delete all other pages except for the blocked page(s).
- For example, if an admin is blocked from Mario they should be able to delete Luigi but not be able to delete Mario

This is resolved now, but I found T209662: Partially blocked admins should be able to restore revisions of deleted pages in my testing
