Problem

This was tested on the beta environment on November 1, 2018.

Defect: On the beta environment, if a admin is partially blocked they cannot use the block tool on the wiki.

Expected behaviour
If an admin is partially blocked from a page they should be still allowed to use the blocking tool.

Actual behaviour
An error message detailing the partial block is shown instead.
