Presto on Cloud Platform Design Document.

After our tasking session on how are we going to move data to the cloud platform let's produce a design document (that we can later upload as a pdf to wikitech) that explains the value proposition of presto, the value proposition of the data and the technical data flows by which data gets to be available on labs.
