Background: There are a handful of design bugs that are blocking the fluency of the current user experience of Visual Editor. The goal of this task is to capture those bugs so that we can do a test to see what pain points still exist after this clean up is complete.

Bugs:

• Publish button state changes (from button to link) when user moves into providing Edit summary mode
• Input box overflow in Edit Summary
• Language used to indicate state is confusing "save your changes" vs. "publish"
• Review your changes requires awkward/unexpected double tap
• Toolbar height should be reduced T209015
