No. I started writing this, but it was never finished or sent: https://docs.google.com/document/d/1_BWgC3PTUIlPlH84U-hOJVVwDPHuRI7vRbbWRc5FpiE. I don't know if it can be salvaged or if it's better just to start anew, since it's quite outdated.
Then I'd suggest re-purposing this task to sending out info about the now started project. We should make a note of where we plan on distributing the message. Sending it out should probably await the Meta page being updated.
Spotted that this was actually a deliverable for Phase 1 so moving this to Soon.... The work with updating Meta (T227068) should provide the needed info for the mail, and provides a deep dive for anyone wanting to know more.
