Motivation
Currently, the ULS extension is used for clarifiying language related questions in the Wikimedia projects. This includes

deciding which fallback language should be shown if terms do not exist in the interface language
deciding which languages should be shown in the "in more languages" section.

For now, we don't know how this is handled for third parties who don't have the ULS extension installed. We should find out!

@Jakob_WMDE was this about language fallbacks or do you mean language selection for the "more languages" section?

@Lea_WMDE both, actually. The question is more generally how Wikibase handles language fallbacks of any kind without ULS internally.
