We want the page explaining the use of funds to additionally display a general header and some description below it. In addition, we need the expand and collapse feature of items to depend on whether there is describing content in the data file.

Acceptance Criteria

• The page starts with a general header and a general description paragraph, both independent of organziation nodes in the data file.
• When there is no content in the description field of a numerated funds element in the data file, that item does neither show the icon to expand/collapse content nor trigger any action when clicking on it.
