Steps to reproduce

1. load enwiki > Imleria badia
2. scroll down a little in the article so the nav bar hides (Note: verify the fix once with and once without this step)
3. tap the TOC icon
4. select Similar species
5. tap the TOC icon again
6. select Similar species again (repeating these last 2 steps is just a quick way to get iOS 12 to more consistently reproduce the bug)

Expected results

The Similar species section heading should be scrolled to top of screen (with a little space above it)

Actual results

The Similar species section heading is not right at the top of the screen and/or there is not a little space above it
