If the user has filled in any part of the welcome survey and then presses skip, they should be first shown a warning dialog "Are you sure you want to skip this survey?" with an option to select OK (to skip) or Cancel to return to the form.
This is in case they have selected the Skip in error when they meant to Submit.

Steps to reproduce

1. User fills in at least 1 field in the welcome survey.
2. User selects the "Skip this survey" button.

Expected

User is shown a 'quick confirm' dialog to confirm they wish to skip

Actual

User is immediately taken to the rwhatever page they were on prior to account creation and the survey responses are not recorded
