Some Project have its own draft namespace (e.g. 118 in en.wiki). Newly prepared article stubs may contain multiple empty sections because they are just in draft mode. Therefore bots should not remove these empty sections from these pages. Maybe a dictionary must be introduced similar to authornamespaces within wikisource family.
