Display pending element while the TitlesMultiselectWidget loads

Description

While the JavaScript version of the TitlesMultiselectWidget is loading, the user sees a text area that they can type into. Once the widget finishes loading, anything entered into the text area is lost.

Instead, the user should see the stripey "loading" pending animation while the widget is loading.

Users without JavaScript should still get the text area.
